香港反人大释法游行 警民爆发激烈冲突

【大纪元2016年11月07日讯】中共全国人大常委会将就香港立法会宣誓风波释法的前一天,11月6日下午,香港民间人权阵线发起反对中共人大释法的万人游行,中途部分参与团体离队试图拦截中联办主任张晓明,在中联办前与警方发生冲突。

综合香港媒体报导,按照原计划,本次“守护香港法治,反对人大释法”游行,将于下午三点半由湾仔近修顿球场出发,五点游行至中环旧立法会,即终审法院外。

但在游行途中游行队伍行进到长江中心附近时,却突然分流。香港众志、社民连等团体转向西环中联办,趁张晓明会见香港籍全国人大代表及政协委员之际前往中联办抗议。

本土民主前线、青年新政等团体及香港部分大专院校学生组织随后加入,据传有近4000人跟随。这条游行路径事先未向警方申请,但香港警方事前已有准备,在中联办周围部署人力,全部示威者被拦在中联办外,未能靠近大门。

聚集在中联办前的示威者欲冲出马路,与警方爆冲突,警方高举红旗警告不要再冲击警方防线,一度喷胡椒喷雾。

社民连主席吴文远呼吁游行人士跨越铁马,被警方强行拉扯出铁马之外拘捕,现时扣留在冲锋车上。警方并动用警棍及喷洒辣椒水,阻止其他示威者靠近被抬走的吴文远,现场示威者则举起雨伞与警方对峙中。

香港《苹果日报》报导:“包括游蕙祯在内的示威者冲出马路,欲突破警方铁马防线,前往中联办,警方举起红旗警告,又不断施放胡椒喷雾阻止,不少示威者和记者中椒,部分示威者举起雨伞抵档,又投掷水樽还抗,警方则抢走雨伞,又挥动警棍,有人被带上警车。”

警方原先想在晚上10至11时趁冲突时清场,但因示威者停止行动,故未有进一步驱赶,打算在日出前全面清场,以免中环大塞车。

示威者将防线往后移,现场留下大片真空地带,示威者被警方夹在德辅道西和西边街。

几位市民自发在现场设物资者,提供樽装水、雨伞、少量药物和食品。港大学生会也开放临时庇护中心,让同学清洗伤口,及提供食水和干粮。

据《苹果日报》报导,晚上9点半左右,青年新政立法会议员游蕙祯及示威者代表与警方谈判,要求开路前往中联办,有示威者代表要求与基本法委员会主任李飞及中联办主任张晓明在中联办见面。而中联办后门有多层铁马包围,并有警员把守。

发起中联办游行的香港众志、工党及大专政改关注组晚上10时多,由代表林朗彦在现场发表声明,众志立法会议员罗冠聪及成员黄之锋亦在现场,林指他们不会轻易解散,但不会有暴力行动及主动袭击警方,如稍后有人主动袭击警方,行动将自动终结,但他指如警方步步进逼,他们将向中环方向退守,但强调非解散,亦呼吁在场人士不要离开,因人数愈多,大家愈安全。

中共全国人大常委会自10月31日至11月7日举行会议,内容包括审议与宣誓事件有关的香港基本法第104条解释案。由于关系到事件主角梁颂恒、游蕙祯能否保有议员资格,因此备受瞩目。

10月12日在香港议员宣誓仪式上,来自青年新政的两名新当选议员游蕙祯和梁颂恒挑战北京,拒绝宣誓效忠中共,举起写有“香港不是中国”的蓝色旗帜。

发起游行的民间人权阵线发言人区诺轩星期天(6日)说:“哪怕他们(全国人大常委会)怎样释法,我们认为在本地法院正在审理有关议员宣誓的司法复核之际,在此时刻释法,我们认为并不恰当。”

香港大学法学教授陈文敏告诉《卫报》,全国人大释法将破坏司法信心。如果中共牵扯进来,未来将没有人信任我们的法律制度。”

在英国1997年把香港交还给中共之后,香港在“一国两制”的框架下保持着许多自由,包括言论自由和司法独立。

《美国之音》报导说,民主党重申,宣誓风波等法律问题,都是香港内部事务,人大释法是完全破坏一国两制,将对独立司法体系及终审权带来极严重的伤害。
