看头条，学英语（11）

上周 David老师在课堂上带同学们看当天的英文报纸时，头版头条的标题是：

Taiwan’s new premier picks tough strategist as deputy in limited Cabinet reshuffle

标题中提到Cabinet reshuffle，我告诉同学是“内阁改组”的意思。同时告诉大家，另外一个记者常会使用的字眼是Cabinet shakeup，并且带着同学们一起记诵。结果隔天的英文报纸头条，就是这么写的，如下：

Another Cabinet shakeup announced

因此按照David老师的方法这么学，是很管用的，很快就可以学会看懂英语新闻。希望读者们也能从David老师的专栏中，学到一点东西才好。

我们今天就来讲解一下这两则标题。

第一则标题较难，不知道读者们如何理解呢？

Premier 当然是阁揆，也就是行政院长，tough strategist 是厉害的策略者，reshuffle我们在先前的专栏中有提到过，是洗牌的意思，内阁改组就如同人事上的洗牌嘛！所以整个标题的意思是：在有限的内阁改组中，台湾新阁揆挑选厉害的策略家作为副手。

这则新闻的第一段则是这么写的：

Taiwan’s new premier named the presidential chief of staff as his deputy Thursday in a limited Cabinet reshuffle as several ministers kept their key posts.

Name在这里是“提名”，因为不需要立法院的通过，所以也就有“任命”的意思。英语新闻的记者在写“提名”，会用name与nominate，如果是写到“任命”，通常是用appoint这个字。Post是“职务”之意。

presidential chief of staff 是总统的秘书长，所以整句的意思是：

台湾新阁揆周四在一项有限的内阁改组中，提名总统府秘书长作为副行政院长，同时有好几位部长留任。

我们再来看第二则标题：

Another Cabinet shakeup announced

没学过新闻英语的人，很多会把Cabinet当作是木柜。结果整句理解为：另外一个木柜碎掉了被宣布出来，那可就令人啼笑皆非啦！

这个标题的意思是：另外一项内阁改组被宣布。

To shake sth. up means to cause large changes in something such as an organization, usually in order to make improvements.

动词词组To shake sth. up意思是引起在如组织等一些事物上较大的改变，经常是为了作改进。

因此名词Shakeup means a large change in the way something is reorganized.

Shake 是摇的意思，内阁改组就是一波人事大动荡，所以称作cabinet shakeup.

这则新闻的第一段则是这么写的：

The newly appointed Premier Chang Chun-hsiung last night announced a second Cabinet shakeup, under which the Council for Cultural Affairs, the Council of Indigenous Peoples and the Atomic Energy Council will get new heads, and many other Cabinet posts will not be reshuffled.

新任命的阁揆张俊雄昨晚宣布第二波的内阁改组名单，文建会、原住民委员会与原子能委员会将有新的首长，同时许多其他的内阁阁员将不会有异动。

与内阁改组相关的，就是内阁总辞，英文是Cabinet resign en mass. 请看下面这则头条：
