【大紀元12月17日訊】國際筆會獄中作家委員會收到報告，獨立中文作家筆會會員、作家兼詩人師濤於2004年12月 14日被正式指控 「非法向境外提供國家機密 」。他仍受羈押，限見家屬。國際筆會擔心，師濤僅僅是因和平表達自己的觀點而受羈押，因而違反了聯合國《世界人權宣言》第19條。國際筆會呼籲立即無條件釋放他，並要求確保他在羈押中不遭虐待。
最近報告說，師濤於2004年12月14日被正式指控 「非法向境外提供國家機密」。該項指控的確切理由仍然不清楚，但據認為是與他今年 5月在互聯網上貼出的一篇文章有關。
師濤於 2004年11月24日在山西省太原市家中遭長沙市國家安全局警察拘捕。警察還沒收了他的作品、電腦和其它個人物品，並把他被轉押到湖南省長沙市。

——表達對筆會會員、記者兼詩人師濤被捕的嚴重關注，並呼籲立即無條件地釋放他，因為逮捕他已違反中華人民共和國已簽署的《關於公民權利和政治權利的國際公約》第十九條；
——尋求確保他在羈押中不受虐待，並呼籲在此期間讓他有權與家人見面、有司法代理以及必要的醫療保健。

China: Writer Shi Tao reported to have been formally charged
The Writers in Prison Committee of International PEN has received reports that writer, poet and Independent Chinese PEN member, Shi Tao, was formally charged on 14 December 2004 with “illegally providing state secrets overseas”. He remains detained with limited access to his family. International PEN fears that Shi Tao is detained solely for the peaceful expression of his opinions, and therefore in contravention of Article 19 of the United Nations Universal Declaration of Human Rights. PEN calls for his immediate and unconditional release, and demands assurances that he is not ill-treated in detention.
Recent reports state the Shi Tao was formally charged on 14 December 2004. The precise reasons for the charges remain unclear, but it is thought that they relate to an article he posted onto the internet in May this year.
Shi Tao was arrested at his home in Taiyuan, Shanxi Province, northwest China, by police from Changsha National Security Bureau, southern China, on 24 November 2004. They also confiscated his writings, computer and other personal belongings. He was transferred to Changsha, Hunan Province, southern China.
Shi Tao, aged 36, has worked as a freelance journalist for several newspapers including the Changsha-based daily Dangdai Shang Bao (Contemporary Trade News), which he left in May 2004 in order to return to his home city of Taiyuan. He has also written a number of articles, including political commentaries, for online forums, in particular the overseas Chinese web-site Min Zhu Lun Tan (Democracy Forum). He has published several books of poetry.
Please send appeals:
– Expressing serious concern about the arrest of journalist, poet and PEN member Shi Tao, and calling for his immediate and unconditional release as a violation of Article 19 of the International Convention on Civil and Political Rights, to which the People’s Republic of China is a signatory;
– Seeking assurances that he is not being ill-treated in detention, and urging that he be given access to family visits, legal representation and any necessary medical care whilst he is detained.
