我们非常清楚人权活动人士高智晟律师的事情，这是2月15日欧盟向北京的中共政府，向其外交部长和人权代表沉永祥（音）提及的主题，即有关2006年1月17日的事故或者蓄意制造的事故，以及没收高智晟在北京的律师执照。据中共外交部称，没有迹象或证据表明该事件是伤害高律师生命的行为。
就吊销律师执照和关闭高智晟在北京的事务所一事，中共外交部答复，北京司法局自从2005年11月30日就已经撤回了他的执照，为期一年，因为他的事务所更换了地址却没登记更改，而且使用了未经授权的文件及材料。
中国的人权状况以及社会总体发展经常是欧洲一级谈到的话题，无论是在工作组内，还是在部长们之间。同时，在中比双边会谈的时候我们一定会提到这个事情。高智晟的处境目前尚未在与中共驻布鲁塞尔大使的双边会谈中讨论。
我的部门一直在密切追踪他的情况，尤其是在维权人士开始“接力绝食”活动以后，就像我可敬的同事提到的一样。这个绝食是由十位绝食者组织的，以抗议中国共府拘捕那些人权活动人士，新闻记者等等。
2005年6月，我有幸随同国王陛下到中国访问。比中间联系增多无疑有利于双方的对话。我们提出了许多问题，包括国际政策，经济发展，及科技——大学在内——这让我们在一些方面能够坚持。我与国王陛下以及外交部长卡瑞尔‧德‧谷奇先生（Karel De Gucht）参加了这些讨论。
联合国的会员国和联合国都已经付出巨大努力，希望中国能够将这些方面最大限度的融入其新的发展中。我们必须保持警惕，就像您今天所做的一样，揭露所有我们接收到的资讯。

Mr. Didier Donfut, secretary of state of European Affairs, attached to the Minister of foreign Affairs: I thank Mrs. De Bethune for her question and for the information that she received from Amnesty International; I will relay them to the department.
We are well aware of the case of lawyer and human rights activist Gao Zhisheng, which has been the subject, on February 15th, of a European Troika to the Chinese government in Beijing and to the minister of Foreign Affairs, representative for human rights Shen Yongxiang, regarding the accident or the pretended accident on January 17th 2006 and the confiscation of Mr. Gao Zhisheng’s lawyer license in Beijing. According to the Chinese ministry of Foreign Affairs, there is no indication or evidence that the accident was an assault on his life.
Regarding the revocation of his lawyer license and the closing of his office in Peking, the above-mentioned ministry answered that the Beijing Justice Office had revoked his license from November 30th 2005 and decided to suspend it for a year, because his office had changed address without being registering the change and because unauthorized documents and materials had being used.
The human rights situation, as well as the general societal evolution in China, is a topic that is oftentimes brought up at the European level, in workgroups and among ministers. Meanwhile, we will certainly bring up this topic during the bilateral day with China, Gao Zisheng’s situation hasn’t been discussed yet during a bilateral conversation with the Chinese ambassador in Brussels.
This person’s situation is followed closely by my services, especially since the human rights activist started a « relay hunger strike », like my honorable colleague mentioned. This hunger strike is organized in China by ten hunger strikers, to protest the arrests of human rights activists, journalists, etc. by the Chinese government.
In June 2005, I had the pleasure to accompany our Majesty the King to a mission in China. The increase of the contacts between Belgium and China favors without any doubt the dialogue. We bring up a lot of problems that are related to the international policy, the economical development, technology – the universities were present – that enables us to insist on certain points. I attended these discussions with His Majesty the King and the minister of Foreign Affairs Karel De Gucht.
A big effort has been made by the nations who are member of the UN and by the UN itself, for China to integrate these matters to a maximum extent in her new dynamism. We have to stay alert and, like you did today, expose all the elements that we receive.
Mrs. Sabine de Bethune (CD&V): I thank the minister for the confirmation that the European authorities are committed to the fate of Gao Zhisheng. On the other hand I also think that his fate should also be discussed during the bilateral contacts between Belgium and China, and more specifically with the Chinese ambassador in Brussels, where we should call to the attention the participants of the hunger strike and the disturbing disappearances of participants of these last several days. I will discuss this further with colleagues Members of parliament. I also believe that it isn’t enough to denounce the grave human rights violations in China. Europe should do more and work out some structural measures and sanctions.
Mr. Didier Donfut, secretary of state of European Affairs, attached to the Minister of Foreign Affairs: I thank Mrs. De Bethune for her reply; I know the ambassador of China in Belgium personally and I volunteer to go to her and talk about the elements provided by Mrs. De Bethune. I will inform the department of Mrs. De Bethune’s suggestions to improve the situation. It is of course Karel De Gucht who is in charge of the problem and I will not fail to relay the suggestions and ideas of Mrs. de Bethune to him.
