【大纪元5月13日讯】美国联邦众议员福可丝(Virginia Foxx, R-NC)(共和党籍—北卡罗莱纳州)于5月7日在国会发表声明，恭贺中华民国(台湾)马英九总统就职一周年，并肯定中华民国(台湾)参与本年世界卫生大会(WHA)。该项声明已正式列入当日之美国国会纪录。驻美国代表处对福可丝众议员予台湾之支持申致谢忱。
在马总统就职一周年之际，福可丝众议员恭祝马总统政恭康泰，她欣闻中华民国(台湾)获邀参加本年度世界卫生大会。值此全球传染性疾病迅速扩散之际，台湾早应于多年前即获纳入全球卫生防疫网络。福可丝众议员期盼我国能有意义参与所有联合国专门机构，台湾之国际参与一定可以鼓励两岸更快速对话，并促进亚太地区之永久和平。她特别恭贺马总统及台湾人民获得如此重大之外交突破，表示此为台湾自1971年退出联合国后首次正式参与联合国之活动。
福可丝众议员系本年首位以国会声明恭贺马总统就职一周年之国会议员；除身为众院“国会台湾连线”之成员外，并曾连署“台湾关系法”立法卅周年之众院第55号共同决议案。该决议案并已于3月24日获众院院会以无异议方式表决通过。
马总统就职一年以来，致力改善两岸关系及加强台美关系之各项努力，深获美国会议员之肯定。在获悉中华民国(台湾)受邀将以观察员身份参加本年世界卫生大会后，已有多位国会议员以具体行动表示祝贺及鼓励，驻美国代表处对于美国会议员对中华民国(台湾)之支持，表示由衷感谢。

U.S. Congresswoman Virginia Foxx (R-NC) yesterday congratulated President Ma Ying-jeou of the Republic of China (Taiwan) on his first Anniversary in office. She also congratulates Taiwan on being invited to participate in this year’s World Health Assembly (WHA). Her remarks were placed in the congressional record on May 7, 2009. The Taipei Economic and Cultural Representative Office in the United States (TECRO) extends its deep appreciations to Congresswoman Foxx for her staunch support for and friendship towards Taiwan.
Congresswoman Foxx sends her best wishes to President Ma Ying-jeou in recognition of his first anniversary in office this May 20. She remarks, moreover, that she is delighted to learn that the Republic of China (Taiwan) has been invited to participate in this year’s WHA meetings in Geneva. She expresses her belief that, with the rapid spread of infectious diseases around the globe, Taiwan should have been included in the global health network a long time ago. She also hopes that Taiwan will soon be able to participate meaningfully in the activities of all United Nations specialized agencies, as she believes that Taiwan’s international participation will encourage even faster cross-strait dialogue and permanent peace in the Asia-Pacific region.
To date, Congresswoman Foxx is the first member of the U.S. Congress to congratulate President Ma’s first anniversary in office. She is a member of the Congressional Taiwan Caucus and a co-sponsor of the House Concurrent Resolution 55, which reaffirms the U.S.’ commitments under the Taiwan Relations Act and was passed unanimously by the House of Representatives on March 24, 2009.
Since President Ma took office on May 20, 2008, his efforts in easing cross-Taiwan Strait tensions and improving US-Taiwan relations have won praises across-the-board from members of the US Congress. Upon learning of Taiwan’s being invited to participate in this year’s World Health Assembly (WHA), many members have congratulated Taiwan on this diplomatic breakthrough.
